Presumably it isn't being gay itself that results in the ban but being diagnosed with a mental illness. It's only surprisingly recently that most major psychiatric organisations have ceased treating homosexuality as a mental illness.

I am aware of the history of psychiatric attitudes towards homosexuality, but what makes no sense to me is to both consider it an illness so grave as to refuse its "sufferers" from having a 10-year driving license, and yet so manageable that a 1-year license is nonetheless permissible: would it make any sense to give a person suffering from a dangerous "illness" a license for any length of time whatsoever?

All I see here is the abuse of government power to harass a private citizen simply because certain power-holders in Italy dislike homosexuality, not any kind of coherent administrative ruling based on well-thought out albeit outdated principles.
