If he is still referring to "negroes", his attitude is not surprising.

I am sure there was a lot of grumbling form Yankee types about "Irish rule" of US cities. If it hadn't been for 100 years of corrupt, inbred, efficient Irish rule of the cities, none of them would have sewer systems or paved streets. Black mayor, police chief etc in a city with, what is it, 63, 67% of the population black. Imagine that. Easy targets for blame though when a storm hits that flattens any preparation for a response.

CLR James' "The Black Jacobins" is regarded by many as the best book about slavery, though it isn't about the USA.
