The NYT has a devastating and, I believe, accurate report on the shambolic state of the Iraqi police and armed forces. In relentlessly targeting the persons and families of the recruits to said forces, the Sunni insurgents have accomplished a diabolical masterstroke: how can anyone be expected to put faith in forces that can't even protect themselves?
In retrospect I suppose this was all to be expected: the very same forces that worked to make even Saddam's "Elite" Republican Guards so hopeless in combat are now working against the constitution of professional and disciplined forces of law and order. Fighting as part of a ragtag band of murderers in an ideological crusade against "infidels" isn't at all the same thing.
PS: Read this entry on Mother Jones (and yes, I know that publication is as left as it gets in America, but I doubt they're just making numbers up). Anyone who thinks the US troop presence in Iraq can soon be dramatically reduced without a swift collapse of the state must be freebasing; in fact, I'm not even sure that anything other than a Saddam-like regime could possibly hold together ethnicities with such divergent interests.
