At the mouth of the Red Sea there is an island named Soccotra. It's a dung heap, perched in the middle of year-round steaming water. Other than a defunct Soviet naval base, some goats and fishermen's sheds, there's not much there. There is, however, a healthy shark population in the surrounding waters.

I propose using UN funds--they seem to have an awful lot of them--to build a 5-star resort there. Marriott could do it.

Deposed dictators, convicted former heads-of-state, et al. could be given rooms there, with a handful of retainers.

But, like the Hotel California, once you check in, you can't check out.

An international naval squadron could easily patrol the island and interdict any sea- or air-borne traffic.

Small arms would be permitted on the island, both for personal protection and the settling of old scores.
